Athletic Directors' Regulations


General

I. General

1. The rules and regulations herein contained shall be known as the Athletic Directors' Regulations of the Presidents' Athletic Conference.

2. The provisions of these regulations shall govern all intercollegiate athletic activities of all member institutions, their respective students and teams.

3. A decision of the athletic directors concerning the provisions of these regulations is an "interpretations"; a decision of the Presidents applying the provisions of these regulations to a particular set of facts is a "ruling".

4. The term "Conference" used in these regulations refers to the Presidents' Athletic Conference.

5. These regulations, except for sections embodied in the Agreement may be amended by a vote of a majority of the members present at any meeting of the Directors of Athletics at which four (4) or more are present.

6. In case of conflict between these regulations, including its interpretations and the Conference Agreement, the latter shall be binding.

7. The Athletic Department shall have the same status as other academic departments of the institution.

8. The budgets pertaining to intercollegiate athletics shall be part of the budget of the institution.

9. The annual meeting of the Conference, when the Directors of Athletics and Presidents of member institutions may meet jointly to review policies, may be called for a time and place selected by the Presidents' Council.

10. The Conference Review Board shall be composed of three (3) members of the Directors of Athletics from member institutions who are not directly involved.  It is the responsibility of this committee to investigate eligibility, infractions, quotations, etc., pertaining to the conduct of the member institutions and representatives of the Presidents' Athletic Conference.  All investigations shall be reported to the Presidents' Council.

11. NCAA Rules shall be followed unless designated by the Conference Agreement or Regulations.

12. Conference rankings in the following sports shall be decided upon a point basis: football and soccer.  Percentages will be used to determine championships in basketball and softball.  In case of percentage ties, a playoff will be held as determined by the Athletic Directors.

13. Eligibility lists for each sport shall be mailed to the Athletic Directors of each Conference member at the beginning of the respective sport season.

14. Officials Fees: All officials shall be reimbursed in accordance with the arrangements made by the home team's Athletic Directors.  (Members of the Tri-State Associations will abide with the fee established by said organization.)

15. All retired Presidents, Directors, and Coaches are to receive a lifetime PAC complimentary admission to all PAC institution athletic contests.

16. In the interest of promoting the ethical character and success of the Presidents' Athletic Conference, personnel from member institutions must refrain from sharing scouting information, game films, and other related data with non-conference institutions whenever another conference school is involved.  Failure to uphold this policy of conference solidarity may be sufficient cause to involve the Review Board and could be the basis for disciplinary measures.

17. If a tie vote cannot be broken when deciding a Most Valuable Player or Coach of the Year, the winner shall be the athlete or coach representing the higher placed team.
