Conference-wide video policy
            PAC video exchange policytriggered by failure to meet code policy and no communication with fellow coaches.
            1st violation (same season) – email warning from sport chair
            2nd violation – letter from conference office
            3rd violation – possible judicial review


I. FOOTBALL
1.    The maximum number of contests will be designated yearly by the NCAA.
 
2.    The conference championship will be decided by a single round-robin.
 
3.    The official ball shall be designated yearly by the Athletic Directors' Council.
 
4.    The officials for conference contests shall be from the Tri-State Intercollegiate Association. The PAC will reflect the same number of officials per game as used in the NCAA Championships.

5.    Officials used in junior varsity games must be fully registered by the state or local organizations. Games shall be played under existing PAC rules. Six officials should be used for each game.

6.    No junior varsity contest can be held before the first scheduled varsity contest.

7.    For conference contests, the home team will wear dark jerseys, and the visiting team will wear light jerseys.

8.    All PAC football kickoff times will be unilaterally controlled by the home team between the hours of 1-7 p.m. for games in September and October, and between noon-2 p.m. for games in November. All PAC football contracts must be signed by May 1 each year. Any kickoff time changes after the contracts are completed must be approved by both competing teams.

9.    Teams will adhere to the preseason practice schedules set forth by the NCAA.

10.    The PAC provides four passes for every participant to be used at conference games.
 
11.    The home team shall provide a specific number of game balls for each contest. On wet days, the home team will provide six (6) footballs. On dry days, four (4) balls. The ball will be an NCAA-approved Wilson ball.

12.    Teams will exchange all game videos the week prior to the week they play via the Hudl online video exchange system. The home team is responsible for uploading by 10 pm Saturday for early afternoon games and 10 am Sunday for night games. No video is to be exchanged with non-conference teams outside of normal film exchange procedures. (normally the most recent two games. one week ahead of time and then the most recent game after that contest has been concluded).

Wide –
All video in ODK format - every effort should be made to include down and distance if at all possible. Each play will include all pre-snap motions and adjustments. The duration of each play will show all 22 players throughout the play. At the end of each play, the video will be zoomed in to show a close-up of those players involved in the conclusion.

Tight – The video will begin when the offense breaks the huddle and show the offense coming to the line of scrimmage. This video should consist of offensive linemen, quarterbacks, running backs, tight ends, defensive linemen and linebackers. This view should not include wide receivers and cornerbacks, but may include safeties. This view should follow the ball carrier throughout the play and will be zoomed in to show a close-up of those players involved in the plays conclusions.


No exchange is permissible of conference teams with non-conference teams that are outside normal film exchange procedures. (Normally the most recent two games, one week ahead of time and then the most recent game after that contest has been concluded).

13.    Cancelled game policy: If teams know ahead of time the game cannot be played, then 1) Play at opposite site if conditions make play impossible at scheduled site, 2) find a site agreeable to both teams. If the game has been cancelled and a new game is necessary, then 1) Play the game on an open date that both teams possess, 2) Play the game on the Sunday or Monday immediately after the scheduled contest, with the site determined by the same process used if the game were cancelled ahead of time, 3) If the game determines the conference championship, it will be played in place of the last game of the season for both teams that is not a conference game, 4) If the game does not determine the conference champion, it may be played the first Saturday after the regular season if it does not interfere with either team playing in a post-season contest.

14.    Tiebreaker for NCAA automatic qualifier (AQ): 1) Head-to-head competition, 2) Record against the highest-ranked team in the conference not involved in the tie. In the case of a three-way tie, it would be the fourth team. In case of a four-way tie, it would be the fifth-team, etc. If the records against that team are the same, it goes to the next highest team not involved in the tie, etc., 3)
strength of conference wins (conference winning percentage of teams you beat in 8 PAC games, 4) Overall record, 5) Record vs. common non-league opponent(s). Note: if one team is eliminated, the tiebreaker begins again at step #1. All teams in a 3 or more team tie must have played each other for the head-to-head tiebreaker to be applicable.

II. MEN'S CROSS COUNTRY
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet with the day, time, and site set by the Athletic Directors' Council.

3.    The men's race will be eight kilometers.

III. MEN'S SOCCER
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    The conference champion will be decided by a conference tournament.3. Single round-robin schedule to determine seeding in the conference tournament. The conference will adopt a flex schedule from the last week of September to the last week of October.

4.    The officials for conference contests shall be selected by a recognized independent officials association.

5.    The official timekeeper and statisticians should be provided a table to comply with the NCAA Soccer Guide. A horn should also be provided for substitutions and time-outs.

6.    The home team will wear light jerseys and light socks and the visiting team will wear dark jerseys and dark socks. Other arrangements may be made in writing by the two coaches involved (and the athletic directors involved, if necessary).
A minimum of two sideline ball persons shall be provided by the home team. A minimum of five of the same balls must be provided for all conference matches.

7.    Seeding for the conference tournament will be based on point totals, with teams earning three points for a win, one point for a tie and no points for a loss. The seeding for the conference tournament will be determined by the games contained in the flex schedule issues by the executive director.

8.    For all conference games (including the conference tournament), if a home field is deemed unplayable, the home team may find another NCAA regulation site to host the game. If no alternative site is found, the visiting team has the option of hosting the game at any NCAA regulation field. If neither of these options apply, the PAC executive director will select a site to hold the game. All regular season games must be completed by the Sunday before the start of the conference tournament. In the case of double headers there must be a minimum of 20 minutes of warm-up time on the game field unless mutually agreed upon by coaches.

9.    The home team will provide a statistician for each home game who must provide a printout or hard copy of the final statistics to be approved by the coaches an signed by the officials. Each coach should review and sign the official scoresheet before having it signed by the officials. The coach should check for reasons for all cards and track the cards throughout the season.

10.    
The home team is required to videotape all conference matches and give all conference teams access to view each match game through Hudl.
* For a midweek match game the film will be uploaded and exchanged within 24 hours.
* For weekend matches games the film will be uploaded and exchanged by Monday at noon.


11.    Officiating – Following a discussion on the quality of officiating, the coaches recommend:
          *Use the evaluation system on the Arbiter scheduling system
          *Conference coaches compile a list of 10 or more officials to be recommended to be center refs for conference games
          *Ask the referee scheduler not to schedule games immediately after the PAC match they are currently working. This will prevent 
          officials from cutting warm-up time or starting a match with only two officials.
          *When double headers are scheduled, the center referee of the 2nd game should have had no involvement in the first game of the
          double-header. 
It is mandatory that all conference contests be officiated by a three-official system.

12.   All PAC Men's and Women's programs must be college service members of the United Soccer Coaches and all coaches must participate in the All-Region process, by voting.

13.    The leadership among the conference coaches will be on a rotational basis. The order will be alphabetical by school and the leadership term will be two years. Each institution will decide if the men’s or women’s coach (or both) will serve as leader. Failure to adhere to this section of the PAC soccer code will result in the following:
            1st violation: Official letter from conference office to AD and President, citing coach’s failure to comply with PAC code.
            2nd violation: One-game suspension for coach in first conference match of following season.
            3rd violation: Possible judicial review.

IV. MEN'S BASKETBALL
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    The conference champion will be decided at a conference tournament.  A double round-robin regular season schedule will determine tournament seeding.

3.    The official ball shall be designated by the NCAA yearly.

4.    Three officials, selected by a recognized independent officials association, shall be used for all conference contests.

5.    Scrimmages must take place prior to the first scheduled varsity contest.

6.    Cancelled Event Policy: The makeup date for cancelled games will be no later than the first available Monday if playable.

7.    No scouting information of any kind (e.g., video, verbal, fax, e-mail, etc.) on any PAC team may be provided to any non-PAC member.
Game film will be viewable in DVD format, of sufficient visual and audio quality (no play by play).  All tapes will be exchanged through an online video exchange company (approved by the PAC basketball coaches or under the direction of the PAC Athletic Director and Presidents’ Council).  The following criteria must be the standard:
-Filming starts with player introductions
-Film must be zoomed in to capture numbers at the jump ball (As a courtesy, if possible, if there are any number changes email your next opponent)
-Film must have all 10 players in view at all times, exception quick play change
-Film must not be recording at halftime (this will cut download/upload time)
-Film will end after the handshakes between both schools.
-Film must include view of scoreboard at all time outs/foul shots
-
Game video uploads will occur by 3pm next day after game or upon return to campus after a multi-day event.  If there are problems (i.e., computer, power outage, dvd burner not working) an email/phone call must be made to next opponent stating issue and an appropriate arrangement must be made between the two schools.   If there is NOT an appropriate arrangement made, then a call should be made to the chair to try to address the situation.  If there continues to be no agreement, then a call should be made to the PAC commissioner for final decision.

8.    Filming of Games for Visiting Teams: A host institution will film contests for visiting institutions.  No DVD will be provided for visiting institutions.

9.    Scouting: No institution shall allow a representative of a non-participating team or institution to film or video tape an event without the prior approval of all participating institutions.

10.    Men's Basketball Committee: There will be a Chair and Vice Chair in charge of the committee. Each year, the President and Vice President will change. The Chair and Vice Chair are awarded alphabetically by institutional name, with the President being the current institution alphabetically and the Vice President being the institution that is next alphabetically.  The term for a Chair and Vice Chair officially begins and ends at the conclusion of the Spring Athletic Directors Meeting that precedes the Spring PAC All Coaches Conference. If there is a coaching change which affects the term of a Chair then the Vice Chair will become the Chair for the remainder of the year and the next qualified coach alphabetically will become the new Vice Chair (Qualified meaning as long as the next coach alphabetically has been in the league for a season). All issues that arise during the year that need to be discussed or reviewed will be directed to the Chair. The Chair will be the liaison between the PAC administration and members of the men’s basketball committee.

11.    The minimum amount of pre-game warm-up time allotted for all PAC games will be 25 minutes and will start as soon as the playing floor is cleared and ready for play. All PAC games will begin on the designated time, unless prior game does not permit.

12.    Attendance by each conference head coach at the annual end-of-year coaches' meeting is mandatory. Failure to attend without prior notice will be reported to that coaches’ athletic director.

V. MEN'S SWIMMING & DIVING
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet held on dates set by the Athletic Directors' Council.

3.    The site of the conference meet shall be determined by the Athletic Directors' Council.

4.    The officials for conference contests shall be selected by the host institution and approved by the competing PAC coaches. The officials will act as starter, referee, and judges.

5.    All teams will report results and Top 16 finishes to the designated PAC coach who is compiling the list by 3 p.m. on a Monday following the meet.

6.    All PAC swimming & diving teams must use Hytek Meet Manager and Team Manager software.

VI. WRESTLING
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be determined by a conference meet with the site rotating among member institutions.

3.    In the conference meet, each team must have six (6) or more men competing in order to score championship points.

4.    Weigh-in times for dual meets shall follow NCAA guidelines or mutual agreement of both coaches.

5.    No individual can wrestle on more than sixteen (16) dates whether or not the competition is in the form of varsity, junior varsity, freshman, or scrimmage matches.

6.    Any scrimmage must occur prior to the first scheduled varsity contest.

VII. MEN'S OUTDOOR TRACK & FIELD
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet with the date and site set by the Athletic Directors' Council.

3.    Whenever possible, metric distances should be used in dual and triangular meets.

4.    All coaches are required to send each track coach in the conference a schedule and a roster (names, year in school, events, and hometown) by the first Monday in April.

VIII. BASEBALL
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    A triple round-robin to determine placement in a tournament near the end of the season which will decide the conference champion and official team placing.  The three-game series between schools will include
will include one nine inning game, and one doubleheader featuring a seven inning game and a nine inning game.  Game one of the doubleheader will be a seven inning game.  If that game goes into extra innings, game two will become a seven inning game. If a suspended game (single game one of a three game series) is to be completed the day of a doubleheader, the doubleheader would become two-seven inning games instead of a seven inning game and a nine inning game.

3.   The tiebreaker procedure in conference tournament seeding will be as follows: 1) Head to head: record of all tied teams against each other; 2) Matching wins: record vs. highest seed not involved in tiebreaker, in descending order; 3) In Region number; 4) Coin flip. If more than one tie exists, determine the lower seed first. If league games cannot be made up, then the team's conference winning percentage will be used to determine seeding.  If the championship tournament cannot be finished due to inclement weather, the champion will be the #1 seed, unless this team has been eliminated. If the #1 seed has been eliminated, the champion will be determined by the following: 1) if one team in undefeated, then that team is the champion; 2) If two teams are unbeaten, the highest seeded unbeaten team is the champion; 3) If all remaining teams have one loss, the highest seeded team remaining is the champion.

4.    The official ball shall be designated yearly by the Athletic Directors' Council.

5.    The umpires for conference contests shall be assigned by the supervisor of officials. The supervisor shall be selected by the coaches with approval of the PAC Athletic Directors' Council. For all tournament games, four umpires will be used in each game. A game administrator (other than the baseball coach) on site for games is recommended as a best practice. A restroom facility must be on site (this may be a portable unit).

6.    Weekday game times are as follows: doubleheaders are to start no earlier than 1 p.m. and single games to start no earlier 3 p.m. unless another time is mutually agreed between the two teams. All regular season conference games will observe the halted game rule in effect prior to the contest becoming an official game.
All regular season conference games that are game 1 of a doubleheader (or games 1 and 2 in a three game series) will observe the halted game rule and must be played to completion. The last game of a series (game 2 of a doubleheader or game 3 of a 3 game series) is considered a completed game after five innings (or four and a half innings if the home team is winning). If a halted game (single game one of a three game series) is to be completed the day of a doubleheader, the doubleheader would become two-seven inning games instead of a seven inning game and a nine inning game. All tournament games must be played to completion, nine innings. If the tournament has made it to the final game (#7 if necessary) and it has been suspended and cannot be replayed to finish the tournament, the higher seed will be the champion unless the game is an official game (having played at least five innings), then the team leading would be considered the champion.

7.    Opponents shall be notified by 9:30 a.m. (or before departure), whenever possible, on the day of the game, if the field is playable or if weather is inclement.


8.    Once a team leaves campus and the game is rained out or halted, it will be made up at the opposite site on the next available date, Throughout the conference schedule, make-ups are to be played on the first available day, including Sundays, unless school policy forbids. The next available date occurs when both teams and sites are available. If on a weekend doubleheader date one game is played to completion (official game), the reverse site rule is not in effect if the second game is not completed.

9.    The day after each conference series will be a soft schedule day in which conference games have priority over non-conference. The soft schedule day will be used for that particular series only. Any previously postponed conference games will be made up in order lost. If a PAC school has one non-conference date to reschedule, non-league games do not have to be bumped. If a PAC team has two or more conference dates to be rescheduled, then non-league dates must be rescheduled or cancelled to allow the conference date to be rescheduled as soon as possible. If this policy would result in a school playing more than two days during the week when classes would be missed by player(s), the administrator has the flexibility to determine a date(s) as unavailable.

10. The week of the PAC Tournament will also be a soft-scheduling period. If a school violates this policy, a forfeit loss will be factored into the tournament seeding. The Tuesday prior to the PAC Tournament is the final day for rescheduling PAC games.

11. Line-Up Submission Policy: Preliminary line-ups are to be submitted to the home sports information director by both teams no less than 15 minutes prior to the start of the first game and 10 minutes prior to the start of the second game. This will facilitate required statistical information and scorer's table needs. Subsequent changes to line-ups can be made within NCAA rule stipulations.

IX. MEN'S GOLF
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be determined by a conference tournament with the dates set by the Athletic Directors' Council.

3.    The conference championship tournament shall be held on an eighteen (18) hole course.

4.    Each school may enter five (5) individuals in the tournament.

5.    The current United States Golf Association Rules of Golf will be followed for all conference matches.

X. MEN'S TENNIS
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference tournament with the dates and site set by the Athletic Administrators' Council.

3.    The conference schedule will consist of a single round-robin format. All conference matches must be contested, either indoors or outdoors, prior to the championships. The conference match at the site designated in the PAC Flex schedule shall be the determinant match for the conference tournament seeding.

4.    In case of inclement weather, it is recommended that all matches be rescheduled. If the visiting team incurs an expenditure on the day a match is rained out, then the match (or remainder of the match) will be played at the opposite site. For outdoor play, weather.com is the official ITA and PAC source for weather data.

5.    Intercollegiate Tennis Association Rules Regulations and Tournament Procedures will govern all PAC dual matches except as follows:

a. Official Tennis Ball: The PAC official ball shall be the USTA approved Penn or Wilson heavy duty balls recommended for hard court or outdoor play.
b. Match Format: The match format for NCAA Division III dual matches is a nine point match with three doubles matches and six singles matches. Each match counts one (1) point towards the dual match score. The dual match consists of nine (9) points with the team winning five (5) or more points winning the match.
c. Doubles Matches: Doubles matches will be eight (8) game pro sets with Ad-scoring and a 7-point set tiebreaker at eight (8) games all.
i. A five minute warmup shall occur before doubles matches commence.
ii. All doubles matches will be completed prior to commencement of singles play.
d. Singles Matches: Singles matches will be best of three sets with Ad-scoring and a 7-point set tiebreaker at six (6) games all in each set.
i. Singles play starts ten minutes after the final doubles match ends. The ten minute time period shall consist of five minutes for coach/team meeting and five minutes of warmup for singles players. Players may begin play in less than five minutes if both agree.
ii. At sites with fewer than six courts, singles matches will be played in order, starting with the number one (#1) singles match and continue starting matches in order (#2, #3, #4, #5, #6) until all matches have been started.
iii. In PAC matches, if players split sets, each taking one of the first two sets, a 10-point match tiebreaker will be played in lieu of a third set.
iv. In non-conference matches, the visiting and home coaches may defer to ITA rules for play between teams from different conferences. Coaches may decide to play full third sets if the match has not been determined, with neither team having won five (5) dual match points. The format should be determined prior to the start of the dual match.
e. In PAC matches, if, because of weather, darkness or circumstances not under the coaches' control, play is suspended with individual match(es) incomplete, regardless of the dual match score, the remaining set or games of incomplete matches shall be rescheduled at the site of the visiting team. Completed matches and team scoring shall stand at the point of suspension and the final team scoring shall be determined when unfinished matches are completed.
      c. Match Counts One Point: Each match counts one (1) point towards the dual match score. The dual match consists of nine (9) points with the team winning five (5) or more points winning the dual match.
      d. Neutral Official: The home team is responsible for providing neutral official(s) to perform the duties of match referee and roving officials or court monitor as outlined in the ITA Rules and Regulations if requested by the visiting team. The request must be made two weeks prior to the scheduled match. The neutral official must be knowledgeable of ITA and USTA Rules and Regulations but does not have to be USTA certified.
      e. Absence of Neutral Official: In the absence of a neutral official, the coaches will perform the duties of Referee and Court Monitor. The home coach will perform the duties of the referee and the visiting coach will perform the duties of the Roving Court Monitor.
      f. Unfair Line-up Appeals: If a coach feels that the opponent's line-up was not fair during a dual match, she or he may submit an appeal to the conference championship tournament coaches committee for consideration at the championship seeding meeting. Notification of the appeal should be sent to all conference coaches one week prior to the conference championships. The committee may adjust the championship tournament flight and seeding of the player under appeal after reviewing match results and hearing the appeal.
      g. Doubles Matches Played Prior to Singles Matches: All three doubles matches should be played prior to commencement of singles matches during dual match play. Alternate match schedules may be played with prior agreement of the two coaches.
      h. Singles Play Starts Ten Minutes After Doubles Play: All players should be ready to start their singles play within ten (10) minutes after completing their doubles match. A coach may request an additional period, not to exceed twenty (20) minutes, if extenuating circumstances exist (i.e. length of match, trainer accessibility, etc.).

6.    The host school is responsible for rules documentation. Each host coach shall have available at the match site: a copy of the PAC tennis regulations and the USTA Friend At Court, which contains the ITA and USTA Rules and Regulations, The Code and Officiating Techniques and Procedures.

7.    All conference members are required to post their schedule and a roster (name, year in school, position and hometown) on their school’s athletic website at least one (1) week prior to the opening of the conference schedule. A coaches’ poll of pre-season rankings may be done at this time.

XI. WOMEN'S CROSS COUNTRY
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet with the day, time, and site set by the Athletic Directors' Council.

3.    The women's race will be six kilometers.

XII. WOMEN'S TENNIS

      e. Absence of Neutral Official: In the absence of a neutral official, the coaches will perform the duties of Referee and Court Monitor.  The home coach will perform the duties of the referee and the visiting coach will perform the duties of the Roving Court Monitor.
      f. Unfair Line-up Appeals: If a coach feels that the opponent's line-up was not fair during a dual match, she or he may submit an appeal to the conference championship tournament coaches committee for consideration at the championship seeding meeting.  Notification of the appeal should be sent to all conference coaches one week prior to the conference championships.  The committee may adjust the championship tournament flight and seeding of the player under appeal after reviewing match results and hearing the appeal.
      g. Doubles Matches Played Prior to Singles Matches: All three doubles matches should be played prior to commencement of singles matches during dual match play.  Alternate match schedules may be played with prior agreement of the two coaches.
      h. Singles Play Starts Ten Minutes After Doubles Play: All players should be ready to start their singles play within ten (10) minutes after completing their doubles match.   A coach may request an additional period, not to exceed twenty (20) minutes, if extenuating circumstances exist (i.e. length of match, trainer accessibility, etc.).

6.    The host school is responsible for rules documentation.   Each host coach shall have available at the match site: a copy of the PAC tennis regulations and the USTA Friend At Court, which contains the ITA and USTA Rules and Regulations, The Code and Officiating Techniques and Procedures.

7.    All conference members are required to post their schedule and a roster (name, year in school, position and hometown) on their school’s athletic website at least one (1) week prior to the opening of the conference schedule. A coaches’ poll of pre-season rankings may be done at this time.

XIII. WOMEN'S VOLLEYBALL
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference champion will be decided at a conference tournament. A double round-robin regular season schedule will determine tournament seeding.


3.    The conference championship will be hosted by the top-seeded team following regular season play. If there is a tie, the criteria for breaking a tie for seeding purposes is : 1) match results: head-to-head; 2) a comparison of the match wins of the tied teams versus the remaining PAC teams, beginning with the highest seed and stepping down until tie is broken; 3) Set record: head-to-head; 4) Set record: total PAC competition; 5) Point differential of match(es) between tied teams; 6) Point differential of total PAC matches; 7) coin flip.

4.    The official ball will be chosen yearly by the coaches' committee.

5.    The home team shall provide the visiting team with volleyballs and three ball carts for use in their warm-up.

6.    The officials for conference contests shall be selected by a recognized independent officials association. Line judges working PAC contests must be certified.

7.   
In a tri-match, the conference match must be played first followed by the two (2) non-conference matches. A minimum of 30 minutes and a maximum of 45 minutes between matches during a tri-match are required, unless agreed upon by the two competing coaches to lessen the length of warm-up time.


8.    The court should be set up sixty (60) minutes prior to the start of matches.

9.    If a visiting team is delayed due to weather or transportation issues, the team will be granted full warm-up. The clock will start for a minimum of 30 minutes after team is dressed, taped and all team members are on the court..

10.    A visible scoreboard should be available for all matches.

11.   
It is recommended that all linesmen be paid for their job and that they must not be members of any team involved in play. It is required that all line judges for PAC matches be certified. When using line judges assigned by the volleyball assignor the standard fee will be paid. (I.e. for 2017: $60 per line judge).

12.    Scores must be kept in approved NCAA form.

13.    Each team is responsible for providing their own statistician who is familiar with the AVCA statistics.


14.    All schools are to use online video exchange as required by the conference. Each PAC school is required to follow these guidelines. 1) The first week/weekend of play each school is to upload one (1) match prior to PAC play. 2) All PAC matches are to be uploaded by the home team, including tri-matches. 3) The match should be uploaded by noon the next day or weekend matches by Monday at noon. 4) All playoff matches should be uploaded by the home team. 5) All taping should be elevated 9 feet. 6) No videos should be exchanged with non-conference opponents.

XIV. WOMEN'S SOCCER
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    The conference champion will be decided by a conference tournament.

3.    Single round-robin schedule to determine seeding in the conference tournament.  The conference will adopt a flex schedule from the last week of September to the last week of October.

4.    The officials for the conference contests shall be selected by a recognized independent officials association.

5.    The official timekeeper and statisticians should be provided a table to comply with the NCAA Soccer Guide (is is strongly recommended that the official timekeeper not be a member of one of the competing institutions).

6.   
A minimum of two sideline ball persons shall be provided by the home team. A minimum of five of the same balls must be provided for all conference matches.

7.    A horn should be provided for substitutions.

8.    The home team will wear light jerseys and light socks and the visiting team will wear dark jerseys and dark socks. Other arrangements may be made in writing by the two coaches involved (and the athletic directors involved, if necessary).

9.    It is mandatory that all conference contests be officiated by a three-official system.

10.    Seeding for the conference tournament will be based on point totals, with teams earning three points for a win, one point for a tie and no points for a loss. The seeding for the conference tournament will be determined by the games contained in the flex schedule issues by the executive director.

11.    For all conference games (including the conference tournament), if a home field is deemed unplayable, the home team may find another NCAA regulation site to host the game. If no alternative site is found, the visiting team has the option of hosting the game at any NCAA regulation field. If neither of these options apply, the PAC executive director will select a site to hold the game. All regular season games must be completed by the Sunday before the start of the conference tournament. In the case of double headers there must be a minimum of 20 minutes of warm-up time on the game field unless mutually agreed upon by coaches.

12.    The home team will provide a statistician for each home game who must provide a printout or hard copy of the final statistics to be approved by the coaches an signed by the officials. Each coach should review and sign the official scoresheet before having it signed by the officials. The coach should check for reasons for all cards and track the cards throughout the season.

13.   
The home team is required to videotape all conference matches and give all conference teams access to view each match game through Hudl. Each school is also required to video tape and upload all non-conference home games prior to the start of conference play and upload through Hudl for all teams to view.
            * For a midweek match game the film will be uploaded and exchanged within 24 hours.
            * For weekend matches games the film will be uploaded and exchanged by Monday at noon.”


 
14.    Officiating: Following a discussion on the quality of officiating, the coaches recommend:
          *Use the evaluation system on the Arbiter scheduling system.
          *Conference coaches compile a list of 10 or more officials to be recommended to be center refs for conference games.
          *Ask the referee scheduler not to schedule games immediately after the PAC match they are currently working. This will prevent officials from cutting warm-up time  
           or starting a match with only two officials.
          *When double-headers are scheduled, the center referee of the 2nd game should have had no involvement in the first game of the double-header.

15.    All PAC men’s and women’s programs must be college service members of the NSCAA and all coaches must participate in the all-region process.
Failure to adhere to this section of the PAC soccer code will result in the following:
            1st violation: Official letter from conference office to AD and President, citing coach’s failure to comply with PAC code.
            2nd violation: One-game suspension for coach in first conference match of following season.
            3rd violation: Possible judicial review.

16.    The leadership among the conference coaches will be on a rotational basis. The order will be alphabetical by school and the leadership term will be two years. Each institution will decide if the men’s or women’s coach (or both) will serve as leader.

XV. WOMEN'S SWIMMING & DIVING
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet with the date set by the Athletic Directors' Council.

3.    The site of the conference meet shall be determined by the Athletic Directors' Council rotating between those institutions with appropriate facilities.

4.    The officials for conference contests shall be selected by the host institution and approved by the competing PAC coaches.  The officials will act as starter, referee, and judges.

5.    All teams will report results and Top 16 finishes to the designated PAC coach who is compiling the list by 3 p.m. on a Monday following the meet.

6.    All PAC swimming & diving teams must use Hytek Meet Manager and Team Manager software.

XVI. WOMEN'S BASKETBALL
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    The conference champion will be decided at a conference tournament. A double round-robin regular season schedule will determine tournament seeding. Criteria for breaking a tie for seeding purposes is: 1) head-to-head; 2) matching wins vs. higher seeds; 3) National strength of schedule as determined by the NCAA; 4) record vs. common opponents; 5) coin flip.

3.    The officials for conference contests shall be selected by a recognized independent officials association.

4.    Scrimmages must take place prior to the first varsity contest.

5.    All coaches are required to send each basketball coach in the conference a schedule by October 15.

6.    Cancelled Event Policy: The makeup date for cancelled games will be no later than the first available Monday if playable.

7.    Film Exchange Policy -- All games (both conference and non-conference) games are to be uploaded to the online exchange system. Films must be uploaded by 12:00pm the following day. Films to be uploaded following Saturday contests will be uploaded by 4:00 pm on Sunday. Conference contests will be uploaded by the host institution and will be shared with the visiting team via the online exchange system. The home institution is responsible for providing a film (either DVD on site or online version) as preferred by the visiting institution.

XVII. WOMEN'S OUTDOOR TRACK & FIELD
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be decided by a conference meet with the date and site set by the Athletic Directors' Council.

3.    Whenever possible, metric distances should be used in dual and triangular meets.

4.    All coaches are required to send each track coach in the conference a schedule and a roster (names, year in school, events, and hometown) by the first Monday in April.

XVIII. WOMEN'S SOFTBALL
1.    The maximum number of contests will be designated yearly by the NCAA.

2.    The conference season will include a single round-robin of doubleheaders. The host school will be designated as home team for both games. The international tiebreaker will not be used in conference play, unless mutually agreed upon by both coaches.

3.    The conference champion will be decided at a double-elimination tournament.

4.    Tournament seeding will be determined by winning percentages after regular season round-robin play.  Criteria for breaking a tie for seeding purposes is: 1) head-to-head; 2) matching wins vs. higher seeds; 3) Regional record win percentage; 4) record vs. common opponents; 5) coin flip.

5.    The official rules will be the NCAA Softball Fastpitch Rules. (If not covered in the code)

6.    The official ball shall be designated yearly by the PAC coaches.

7.    The officials for conference contests shall be selected by a recognized independent officials association. (Minimum of two (2) umpires with NCAA rating)

8.    It is recommended that all PAC regular season weekday doubleheaders start by 3:30 p.m. It is also recommended as a best practice that the field should be relined and drug following the first game of a doubleheader.

9.    The field must be available at least one hour before game time with the home team taking the field for the first twenty-five (25) minutes and the visiting team taking the field for the second twenty-five (25) minutes. If a team arrives late, it will forfeit its field time or will use only the time remaining. The game may be delayed a maximum of fifteen (15) minutes.  Exception: In case of an emergency and upon notification of the home team before game time, the game may be delayed or rescheduled upon agreement of the coaches.

10. Line-Up Submission Policy: Preliminary line-ups are to be submitted to the home sports information director by both teams no less than 15 minutes prior to the start of the first game and 10 minutes prior to the start of the second game. This will facilitate required statistical information and scorer's table needs. Subsequent changes to line-ups can be made within NCAA rule stipulations.

11.    Once a team leaves campus and the game is rained out or halted, it will be made up at the opposite site on the next available date. Throughout the conference schedule, make-ups are to be played on the first available day, including Sundays, unless school policy forbids. The next available date occurs when both teams and sites are available. This does not apply to games involving Thomas More.

12.    Unplayable games must be rescheduled as soon as possible, even it it means playing back-to-back or more times per week. Conference games take precedence over all non-conference games. No game date is to extend beyond the Monday before the PAC Tournament.

13.    Refusal to play a conference game will constitute an automatic forfeiture. If a date cannot be agreed upon, the issue will be presented to the PAC executive director.

14.    Nominations for All-Conference team will be six (6) players, including pitcher. Coaches will meet the Monday following the conference tournament to discuss and vote for all-conference teams. First and Second Team will be nominated similar to the NFCA First and Second team selections which included 15 players for each team: 2 pitchers, C, 1B, 2B, 3B, SS, 3 outfielders, DP, utility player and three at-large positions.

15.    The PAC softball coaches shall have a Chair and a Secretary for administrative purposes. The chair is responsible for bringing all code revisions to the PAC AA Council for approval and will ensure that all communication is relayed to the PAC Athletic Administrators Council. There will be two meetings annually for the PAC softball coaches. One will be the Monday following the PAC tournament. The second will be a fall meeting held at Geneva College on the Monday before the PAC Athletic Administrators Council Meeting. The meeting will begin at 1:30 pm.

16.    All softball fields should meet NCAA regulations concerning field dimensions, specifications and criteria. It is highly recommended that each school have a tarp for field maintenance purposes. For championship play, it is mandatory that the host school have a tarp for field maintenance purposes.

17.    It is recommended that both team’s scorekeepers sit near each other to ensure statistics and game ruling are the same/similar. Home book will be the official book. If inclement weather should occur during a contest, five or more complete innings (if the visiting is leading) OR four and a half innings or more (if the home team is leading), will constitute a complete game during regular season.

18.    Written or verbal scouting of conference schools will NOT be exchanged between non-conference schools.

19.    It is recommended that competing schools communicate uniform colors before a contest is played to avoid similar uniform colors being worn. The home team (site of the contest) has first choice.

20.    The NCAA/NFCA requires a game day manager for all contests. This cannot be a person who is working at the games, such as the SID, trainer, etc. It is their responsibility to ensure proper sportsmanship with crowd control and other duties. The game day managers should present themselves to the opposing head coach and the umpiring crew. The home team is responsible for pre-game decisions regarding safe playing conditions in the event of severe weather, and the use of a lightning detection device by the home school in these instances is highly recommended as a best practice.

21.    A pre-season poll/ranking will be conducted before March 1 of each year by the head coaches of the conference. Votes will be submitted to the PAC office for tabulation and announcement.

22.    It is recommended that the home team supply an athletic trainer for all PAC contests. The trainer should try to be available for the visiting team 1 to 1.5 hours before game time for training purposes.

23.    Schools that will be doing promotions (such as a Breast Cancer games, Senior Day) during the regular season games, should notify the visiting team prior to game day.

24.    Protest Guidelines:
         1. No protest shall be permitted based solely on a judgment decision of the umpire.
         2. The coach must immediately inform the home plate umpire of their intent to protest (before the next pitch). If it occurs at the end of the game, the intent to protest must be communicated within 5 minutes to the plate umpire.
         3. The home plate umpire must then notify the opposing coach and the official score keeper of the protest.
         4. The protesting coach must then produce evidence (NCAA Rule Book) for the reason for the protest.
         5. The home plate umpire and the supporting staff should then attempt to resolve the protest in a timely fashion.
         6. The final decision by the umpiring crew is then made and the issue is put to rest. Both teams then will have sufficient time to warm up to resume the game.
         7. If the protest cannot be resolved, it can be submitted to the conference director of umpires for interpretation and a final decision.

XIX. WOMEN'S GOLF
1.    The maximum dates of competition will be designated yearly by the NCAA.

2.    The conference championship will be determined by a conference tournament with the dates set by the Athletic Directors' Council.

3.    The conference championship tournament shall be held on an eighteen (18) hole course.

4.    Each school may enter five (5) individuals in the tournament.

5.    The current United States Golf Association Rules of Golf will be followed for all conference matches.
